Opinions on promoting the coordinated development of e-commerce and express logistics

  People’s governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

  In recent years, the coordinated development of e-commerce and express logistics in China has been deepening, which has promoted the transformation and upgrading of express logistics, improved quality and efficiency, and promoted the rapid development of e-commerce. However, the coordinated development of e-commerce and express logistics still faces problems such as imperfect policies and regulations, uncoordinated development and unsmooth connection. In order to fully implement the spirit of the 19th Party Congress, thoroughly implement the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, implement the new development concept, thoroughly implement the "internet plus Circulation" action plan, and improve the coordinated development level of e-commerce and express logistics, with the consent of the State Council, we hereby put forward the following opinions.

  First, strengthen institutional innovation and optimize the policy and regulatory environment for coordinated development

  (1) Deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform. Simplify the licensing procedures for express delivery business, reform the annual reporting system of express delivery enterprises, and implement the filing management of express delivery terminal outlets. Optimize and improve the management information system of express delivery business license, and realize unified online handling of license filing matters. Strengthen the supervision after the event and fully implement the "double random and one open" supervision. (Responsible by the State Post Bureau)

  (2) Support policies for innovative industries. Innovate price supervision methods, guide e-commerce platforms to gradually separate commodity pricing from express service pricing, and promote express delivery enterprises to develop value-added services for consumers. (The National Development and Reform Commission, the Ministry of Commerce and the State Post Bureau are responsible for) Innovating the management methods of public service facilities, clarifying the public attributes of intelligent express boxes and comprehensive service places at express terminals, and providing supporting policies such as land security for specialized, public, platform-based and intensive express terminal outlets. (Ministry of Land and Resources, Ministry of Housing and Urban-Rural Development and State Post Bureau are responsible)

  (3) Improve the data sharing system among enterprises. Improve the rules for data protection and open sharing of e-commerce and express logistics, and establish risk assessment, advance notice and advance report systems such as data interruption. On the premise of ensuring the safety of consumers’ personal information, encourage and guide the data exchange and sharing between e-commerce platforms and express logistics enterprises to jointly improve distribution efficiency.   (4) Improve the management mode of collaborative governance. Give play to the self-discipline role of industry associations, promote the introduction of industry self-discipline conventions, strengthen the main responsibility of enterprises, encourage the signing of self-discipline commitments, and promote the healthy development of the industry. Guide platform enterprises such as e-commerce, logistics and express delivery to improve platform service agreements, trading rules and credit evaluation systems, effectively safeguard fair competition order and protect consumers’ rights and interests; Encourage the opening of data, technology and other resources, empower upstream and downstream small and medium-sized enterprises, and achieve open cooperation and mutual benefit between industries and enterprises.   Second, strengthen planning guidance and improve the e-commerce express logistics infrastructure

  (5) Strengthen planning coordination and guidance. Comprehensive consideration of geographical location, functional orientation, development level and other factors, overall planning of e-commerce and express logistics development. According to the characteristics of e-commerce, such as omni-channel, multi-platform, online and offline integration, we will scientifically guide the construction of express logistics infrastructure and build an express logistics service system that adapts to the development of e-commerce. The land for facilities such as warehousing, distribution and distribution related to express logistics must conform to the overall land use planning and be included in urban and rural planning, and the intelligent express box and express terminal comprehensive service place should be included in the relevant planning of public service facilities. Strengthen the effective connection and unified management between related plans.   (six) to protect the land for infrastructure construction. Implement the existing relevant land use policies and ensure the land for the construction of e-commerce express logistics infrastructure. Under the premise of not changing the subject of land use and planning conditions, if the stock real estate and land resources are used to build e-commerce express logistics projects, the original use and right type of land can be kept unchanged within five years. If the relevant land use procedures need to be handled after the expiration of five years, they can be handled by agreement.   (7) Strengthening the construction of infrastructure networks. Guide express logistics enterprises to rely on national and regional logistics node cities, national e-commerce demonstration cities and express demonstration cities, improve and optimize the layout of express logistics network, strengthen the construction of network nodes such as express processing centers, aviation and land transportation distribution centers and grassroots outlets, and build an e-commerce express logistics network with reasonable level, appropriate scale and matching needs. Optimize the allocation of rural express delivery resources and improve the rural distribution network supported by county-level logistics distribution centers, township distribution nodes and village-level public service points.   (eight) to promote the construction and upgrading of the park. Promote the development of e-commerce parks and express logistics parks, form industrial agglomeration effects, and improve regional radiation capabilities. Guide the integration and development of national e-commerce demonstration bases, e-commerce industrial parks and express logistics parks. Encourage traditional logistics parks to adapt to the transformation and upgrading of the development needs of e-commerce and express delivery industry, and improve the comprehensive management and service level of warehousing, transportation, distribution and information.   Third, strengthen standardized operation and optimize the management of e-commerce distribution

  (nine) to promote the standardized operation of distribution vehicles. Encourage all localities to implement unified numbering and identification management for express service vehicles, and strengthen traffic safety education for express service vehicle drivers. Support express delivery companies to purchase traffic accident insurance for express delivery service vehicles. Standardize the operation and management of express delivery service vehicles. (The provincial people’s governments are responsible for) guiding enterprises to use distribution vehicles that meet the standards, and promoting the standardization and vans of distribution vehicles.   (ten) to facilitate the passage of distribution vehicles. Guide all localities to improve the traffic management policies for urban distribution vehicles, reasonably determine the traffic areas and time periods, and provide traffic convenience for urban distribution vehicles such as express service vehicles. Promote all localities to improve parking, loading and unloading, charging and other facilities in commercial areas, residential areas, colleges and universities, promote time-sharing parking and wrong parking, and further improve the utilization rate of parking facilities.   Four, strengthen service innovation, improve the express terminal service ability.

  (eleven) to promote intelligent delivery facilities. Encourage the promotion of smart express boxes into projects such as convenience services and people’s livelihood projects, and accelerate the layout of terminal nodes such as communities, universities, business centers and subway stations. Support the transformation of traditional letter boxes, and promote the integration and intelligence of universal postal service and express delivery service.   (12) Encourage intensive service at the end of express delivery. Encourage express delivery companies to carry out delivery service cooperation, build comprehensive service places at the end of express delivery, and carry out joint revenue and joint investment. Promote the effective organization and overall utilization of express terminal distribution and service resources, encourage express logistics enterprises, e-commerce enterprises to cooperate with chain commercial institutions, convenience stores, property service enterprises and colleges and universities, and provide diversified and personalized services such as intensive distribution and online booking.   Five, strengthen standardization and intelligence, improve the efficiency of collaborative operation.

  (thirteen) to improve the application level of science and technology. Encourage express logistics enterprises to adopt advanced and applicable technologies and equipment to improve the automation and specialization level of express logistics equipment. (The Ministry of Industry and Information Technology, the National Development and Reform Commission and the State Post Bureau are responsible) Strengthen the application of modern information technologies and equipment such as big data, cloud computing and robots in the fields of e-commerce and express logistics, vigorously promote inventory pre-positioning, intelligent warehouse distribution, scientific stowage and line optimization, and strive to achieve information synergy and intelligent service. (The National Development and Reform Commission, the Ministry of Commerce and the State Post Bureau shall be responsible jointly with relevant departments)

  (fourteen) to encourage information interconnection. Strengthen the construction of express logistics standard system, promote the establishment of data interface standards for all aspects of e-commerce and express logistics, and promote the integration of facilities, equipment, operation processes and information exchange. (National Standards Committee, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Commerce and State Post Bureau are responsible for guiding e-commerce enterprises and express logistics enterprises to strengthen system interconnection and business linkage, and jointly improve the level of information system security protection. (Ministry of Commerce and State Post Bureau are responsible) Encourage the construction of an integrated service platform for express logistics information, optimize resource allocation, and realize real-time sharing and intelligent matching of supply and demand information.   (15) Promote supply chain coordination. Encourage warehousing, express delivery and third-party technical service enterprises to develop intelligent warehousing, extend the service chain and optimize the supply chain management of e-commerce enterprises. Develop integrated warehouse and distribution services, encourage enterprises to integrate and apply various information technologies, integrate and share upstream and downstream resources, promote seamless connection and efficient flow of business flow, logistics, information flow and capital flow, and improve the efficiency of supply chain coordination between e-commerce enterprises and express logistics enterprises.   Sixth, strengthen the green concept and develop the green ecological chain.

  (sixteen) to promote resource intensive. Encourage e-commerce enterprises and express logistics enterprises to carry out green process reengineering of supply chain, improve resource reuse rate and reduce enterprise costs. Strengthen energy management, establish green, energy-saving and low-carbon operation management processes and mechanisms, and promote the application of new technologies and equipment such as water saving, electricity saving and energy saving in warehouses, distribution centers, data centers and management centers to improve energy utilization efficiency.   (seventeen) to promote green packaging. Formulate and implement e-commerce green packaging and reduced packaging standards, promote the application of green packaging technologies and materials, and promote the reduction of express logistics packaging. (The Ministry of Commerce, the State Post Bureau and the National Standards Committee are responsible for carrying out pilot demonstrations of green packaging, cultivating typical enterprises with green development, and strengthening policy support and publicity. (The National Development and Reform Commission, jointly with relevant departments, is responsible for encouraging e-commerce platforms to carry out green consumption activities, providing green packaging options, pricing according to different packaging categories, and establishing mechanisms such as integral feedback and green credit to guide consumers to use green packaging or reduce packaging. (Ministry of Commerce in conjunction with relevant departments) Explore packaging recycling and establish a collaborative recycling system for packaging producers, users and consumers.   (eighteen) to promote green transportation and distribution. Accelerate the adjustment of transportation structure, and gradually increase the proportion of clean transportation modes such as railways in the field of express logistics. Encourage enterprises to comprehensively use information such as e-commerce transactions, logistics and distribution, optimize scheduling, and reduce vehicle no-load and transit time. (Responsible by the State Post Bureau and the Ministry of Transport) Encourage the field of express logistics to accelerate the promotion of the use of new energy vehicles and fuel vehicles that meet higher emission standards, and gradually increase the proportion of new energy vehicles.   All regions and relevant departments should fully understand the significance of promoting the coordinated development of e-commerce and express logistics, strengthen organizational leadership and overall coordination, implement various policies and measures with clear opinions in combination with the actual situation of the region, the department and the system, and strengthen the research on emerging service formats and relevant policy reserves. All regions should formulate specific implementation plans, clarify the division of tasks, and implement work responsibilities. The Ministry of Commerce and the State Post Bureau shall, jointly with relevant departments, strengthen work guidance, supervision and inspection to ensure that all measures are put in place.
