CCTV News:On June 27th, the National Defense General Office and the Emergency Management Department organized a video conference on flood control and drought relief. Judge the current development trend of flood and drought, and deploy flood control and drought relief work in key areas.
At present, the north and south of China have entered the critical period of flood control, and heavy rainfall tends to be more frequent. In view of the rainfall process in Southwest China, Huanghuai and other places, the meeting requested that all localities and departments should urge those responsible for flood control at all levels, especially Baocun cadres in Baoxiang, to sink ahead of time, find out the situation of the masses and floating people, organize uninterrupted inspections in the rain of hidden dangers and risk areas, and decisively organize the transfer of threatened people once signs of danger are found.
It is necessary to strengthen the linkage mechanism between early warning and emergency response, and the "call-and-answer" mechanism of impending disaster warning, attach great importance to the disaster risk caused by local heavy rainfall, promptly and decisively start emergency response, and pay close attention to three weak links: geological disasters of mountain torrents, small and medium-sized rivers and reservoirs, and waterlogging in urban and rural areas. Focus on risk areas such as flash flood prone areas, gully valleys, sparse vegetation areas, high and steep slopes, and especially strengthen the management of floating personnel in construction camps, wading roads and bridges, tourist attractions, outdoor camping and other places. Closely monitor floods in small and medium-sized rivers, and strengthen inspections of small and medium-sized reservoirs, including silt dams and tailings ponds in the rain. Strengthen urban and rural drainage and flood prevention, keep a close eye on low-lying and waterlogging-prone parts and underground spaces such as subways, promptly warn and rush to protect when danger is found, and transfer people in dangerous areas at the first time.
The meeting also requested that the development and changes of rain, water and soil moisture in arid areas such as Inner Mongolia should be closely monitored, and the drought emergency plan should be dynamically adjusted. Pay close attention to the meteorological changes in the northwest Pacific Ocean and the South China Sea, track the generation and development of typhoons, and promote coastal areas to prepare for prevention and response in advance.
