Announcement of Beijing Civil Servant Recruitment in 2023

  According to the news of the website of Window of the Capital on November 20th, the Beijing Municipal Bureau of Civil Servants issued the announcement of the recruitment of civil servants in the 2023 annual examination of Beijing organs at all levels.

  According to the Civil Service Law and the Regulations on the Employment of Civil Servants and other laws and regulations, the Beijing Municipal Bureau of Civil Servants will organize the implementation of the 2023 annual examination for the employment of first-level directors and below and other civil servants at equivalent ranks in Beijing. The relevant matters are hereby announced as follows:

  First, the application conditions

  (1) Basic requirements

  1. Have People’s Republic of China (PRC) nationality;

  2.18 years old and under 35 years old (born between November 1986 and November 2004);

  3. Support the Constitution of People’s Republic of China (PRC) and the Communist Party of China (CPC)’s leadership and socialist system;

  4. Have good political quality and moral conduct;

  5. Have the physical condition and psychological quality to perform their duties normally;

  6. Have the ability to work in line with the requirements of the position;

  7. Have a college degree or above;

  8. Have other qualifications required by the competent department of civil servants in Beijing.

  In addition to some special positions and professional positions, municipal authorities mainly recruit people with more than 2 years’ experience in grassroots work experience, while district-level and below authorities mainly recruit fresh college graduates. If the recruitment position clearly requires grassroots work experience, the applicant must have the corresponding grassroots work experience. Grassroots work experience refers to the party and government organs in counties (cities, districts, banners), townships (towns, streets), village (community) party organizations or village (neighborhood) committees, as well as various enterprises and institutions (excluding institutions managed by referring to the Civil Service Law). The experience of working in military regiments and units below the regimental level, the experience of retired soldiers in active service in the army, and the experience of working in district-level organs of municipalities directly under the Central Government can be regarded as grassroots work experience. The above grassroots work experience calculation time is as of November 2022.

  Grassroots positions such as streets, towns and villages located in hard and remote areas, in accordance with the requirements of Opinions on Doing a Good Job in Examining and Recruiting Grassroots Civil Servants in Hard and Remote Areas and Implementation Opinions on Doing a Good Job in Examining and Recruiting Grassroots Civil Servants in Hard and Remote Areas of Our City, take measures such as lowering academic qualifications, relaxing professional conditions, not limiting working years and experience, and delineating written test scores separately to appropriately lower the entry threshold. According to the policy of appropriately lowering the entry threshold, newly recruited civil servants shall serve for at least five years (including probation) in grassroots organs in hard and remote areas in the application area (system). Those who have not completed five years shall not communicate (including open selection) with higher authorities and organs in non-hard and remote areas, nor shall they communicate with organs in other districts of this Municipality and other provinces (autonomous regions and municipalities directly under the Central Government). In addition, according to the relevant regulations, the minimum service period of newly hired township civil servants in towns and villages is 5 years (including probation period).

  Servicemen, non-fresh graduates, serving civil servants and staff of organs (units) who refer to the management of the Civil Service Law are not allowed to apply for the exam.

  Persons who have received criminal punishment for crimes, those who have been expelled from the Communist Party of China (CPC) Party membership, those who have been expelled from public office, and those who have been listed as joint disciplinary targets for dishonesty according to law, those who have been found to have committed serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels, those who have been dismissed from civil servants and staff of organs (units) managed by reference to the Civil Service Law for less than five years, and those who are not allowed to be employed as civil servants according to laws and regulations are not allowed to apply for the exam.

  Candidates are not allowed to apply for positions that constitute the circumstances listed in the first paragraph of Article 74 of the Civil Service Law after being hired, nor are they allowed to apply for positions in the employing units where people who are husband and wife, lineal blood relatives, collateral blood relatives within three generations and close in-laws are leading members.

  (2) Other requirements

  1. Recruitment positions for fresh graduates in 2023 are limited to fresh graduates of ordinary colleges and universities in 2023 who are included in the national unified enrollment plan and whose training methods are non-directional, graduated on time and obtained corresponding academic degrees, including: fresh graduates from Beijing Shengyuan; Fresh graduates from ordinary colleges and universities in Beijing who are not from Beijing; Fresh graduates of non-Beijing-born undergraduates or above (including undergraduates) who have obtained "three good students", "outstanding student cadres" or "outstanding student scholarships" at or above the school level during the study period with the highest academic qualifications in ordinary colleges and universities outside Beijing (unless otherwise limited, the above qualifications are not required for applying for special positions).

  Returned overseas students who obtained a degree from January 1, 2022 to July 31, 2023, but did not implement their work units, can apply for positions limited to recent graduates. Including: returned overseas students with permanent residence in Beijing; Returned overseas students who are not permanent residents in Beijing and meet the requirements of the Interim Measures of Beijing Municipality for Promoting Overseas Students to Start Business and Work in Beijing (Beijing Zhengfa [2009] No.14).

  2. Recruitment positions that require "minimum age of grassroots work experience" to be more than 2 years (including 2 years) are limited to those who have permanent residence in Beijing, have personnel and administrative relations in Beijing and have been in grassroots work experience for more than 2 years (including 2 years) as of the time of civil service examination registration (excluding non-Beijing graduates in 2022 and non-Beijing graduates with household registration files kept in the school).

  3. The recruitment positions that require "the minimum age of grassroots work experience" to be "unlimited" are limited to those who have permanent residence in Beijing and have personnel and administrative relations in Beijing as of the time of civil service examination registration (excluding non-Beijing graduates in 2022 and non-Beijing graduates whose household registration files are kept in the school) and those who meet the requirements for recruitment positions for fresh graduates in 2023.

  4. Recruitment positions for retired college soldiers after the expiration of their service are limited to those who meet the requirements of the Opinions on Doing a Good Job in the Employment of Retired College Soldiers, including: 2023 fresh graduates who joined the army from this city during their school years and resumed their studies after retiring after the expiration of their service (excluding foreign graduates from higher vocational or junior colleges); Retired soldiers who joined the army from this city in the year of graduation and retired from active service in 2022, and who have completed their active service and performed well.

  Retired soldiers who have served in the army for more than five years (inclusive) can apply for recruitment positions for retired college students who have completed their service.

  5. Recruitment positions for the disabled are limited to those who hold the "People’s Republic of China (PRC) Disabled Persons’ Card", including the following two categories: first, disabled people with permanent residence in Beijing and personnel and administrative relations in Beijing as of the time of civil service examination registration (excluding non-Beijing graduates in 2022 and non-Beijing graduates whose household registration files were kept in the school); The second is the disabled graduates of ordinary colleges and universities in 2023 who are included in the national unified enrollment plan and whose training methods are non-directional, graduated on time and obtained corresponding academic degrees, including: disabled graduates from Beijing Shengyuan; Graduates with disabilities from ordinary colleges and universities in Beijing who are not from Beijing.

  (2) Online registration

  Registration for this exam is conducted online and according to the following procedures:

  1. Submit the application. Candidates can log on to "Beijing Personnel Examination General Platform" (http://rsj.beijing.gov.cn/bm/ztzl/gwy/), Beijing People’s Society WeChat WeChat official account or Beijing People’s Society APP from 9:00 on November 21st, 2022 to 18:00 on November 25th, 2022, and submit their application. Applicants can only choose one position in one department (unit) to register. At the time of registration, applicants should carefully read the letter of commitment of good faith, and the submitted application information and electronic materials should be true, accurate and complete. Applicants who provide false application materials will be disqualified once they are verified. Anyone who forges or alters relevant documents, materials and information to cheat the examination qualification will be dealt with severely in accordance with relevant regulations.

  2. Query the qualification examination results. Applicants should log on to "Beijing Personnel Examination General Platform", Beijing People’s Society WeChat WeChat official account or Beijing People’s Society APP from November 21st, 2022 to November 26th, 2022 to check whether they have passed the qualification examination. Those who have passed the qualification examination can not apply for other positions. During the period from 9:00 on November 21, 2022 to 18:00 on November 25, 2022, if the application fails the qualification examination, you can change to other positions; If the application for registration has not been reviewed, the applicant can contact the recruitment agency where he applied for registration and report to other positions.

  Qualification examination runs through the whole process of employment. If it is found that the applicant does not meet the qualification requirements in all aspects of recruitment, the recruitment agency may cancel his qualification for registration or employment.

  (3) Online payment

  Those who have passed the qualification examination must log in to the "Beijing Personnel Examination General Platform" to pay the fees from 0:00 on November 26th, 2022 to 24:00 on November 30th, 2022. Those who fail to pay the fees according to the regulations will be deemed to have given up the examination automatically.

  Candidates from poor families, urban subsistence allowances and those applying for disabled positions are exempt from the registration fee. For details, please refer to the Guidelines for the Registration of Civil Servants in the 2023 Annual Examination of Beijing Municipal Authorities.

  (4) Print the admission ticket online.

  After successful payment, applicants should download and print the admission ticket from the "Beijing Personnel Examination General Platform" from 9:00 on December 6, 2022 to 18:00 on December 11, 2022.

  Third, the content and time of the exam

  (1) Written examination

  1. content. The written test includes public subjects and professional subjects. Public subjects include administrative professional ability test and application. Among them, the administrative professional ability test is an objective test, and the application is a subjective test, with full marks of 100.   Candidates for the position of people’s police in public security organs will also take professional subject exams. Please check the exam outline on the website of Beijing Public Security Bureau.

  2. Time. The examination time for public subjects is:

  On December 11, 2022, 9: 00-11: 00 am, the administrative professional ability test.

  On December 11, 2022, from 14: 00 to 16: 30 pm, the application was made.

  The examination time for the professional subjects of the people’s police positions of public security organs is:

  14: 00-16: 00 pm on December 10, 2022.

  Candidates should take the test at the corresponding test site according to the time specified in the admission ticket (the above arrangements will be adjusted according to the situation of new coronary pneumonia, please keep your mobile phone open). When taking the exam, you must bring your admission ticket and your valid ID card (the same as when you register).

  3. Results query. After the written examination is finished, the competent department of civil servants in Beijing will study and determine the minimum qualified scores of written examinations for various positions, and will give preferential policies to grass-roots positions such as streets, towns and villages in hard and remote areas and positions specially for the disabled. Candidates can log on to "Beijing Personnel Examination General Platform", Beijing People’s Society WeChat WeChat official account or Beijing People’s Society APP in January 2023 to check the written test scores and minimum qualified scores.

  The positions of people’s police in public security organs are combined with written test scores according to the proportion of 40%, 30% and 30% of the administrative professional ability test, application and professional subjects respectively, and other positions are combined with written test scores according to the proportion of 50% and 50% respectively.

  (2) Interview and professional ability test

  According to the proportion of interview candidates specified in the Recruitment Guide, the competent department of civil servants in Beijing determines the candidates for interviews and professional ability tests for each position in the order of high written test scores, and publishes them in the "General Platform for Personnel Examination in Beijing".

  Candidates who take part in the interview and the professional ability test must undergo a qualification review, which includes reviewing the candidates’ household registration, identity, academic qualifications, relevant grades, qualifications, qualification certificates and other materials required for the qualifications of the positions they apply for. Where the main information of relevant materials is untrue, which affects the results of qualification review, the recruitment agency has the right to disqualify the applicant from participating in the interview.

  After the qualification review, the recruitment positions with the ratio of the number of people who have reached the minimum qualified score line in the written examination of public subjects to the number of people who plan to be hired is lower than the required interview ratio, and will be adjusted. Transfer positions, the list of candidates who meet the transfer conditions, and the contact information of transfer positions are uniformly announced in the "Beijing Personnel Examination General Platform". The transfer registration work is conducted by online registration. Only those whose written test scores reach the qualified score line and meet the qualifications of the post to be transferred can participate in the transfer. The candidates for transfer shall be determined according to the order of the written test scores of the transfer applicants from high to low. Specific matters such as qualification review and transfer registration and written test results will be announced at the same time.

  The recruitment agency is responsible for the interview and professional ability test.   Some recruitment agencies organize professional competence tests during the interview stage. See the Recruitment Guide or the interview announcement issued by the recruitment agency for details of the professional competence test settings and test contents.

  Two working days after the interview, candidates’ interview, professional ability test scores and comprehensive scores will be published on the "Beijing Personnel Examination General Platform". Candidates can log on to the "Beijing Personnel Examination General Platform", Beijing People’s Society WeChat WeChat official account or Beijing People’s Society APP to check their scores. The calculation method of comprehensive score is: if no professional ability test is organized, it will be synthesized according to the ratio of written test and interview score of 50% each; The organization of professional ability test, according to the written test scores accounted for 50%, interview results and professional ability test accounted for 50% of the proportion of synthesis, among them, the professional ability test scores generally do not exceed 15% of the comprehensive scores.

  Fourth, physical examination and investigation

  Recruiting agencies determine the candidates for physical examination and inspection according to the order of comprehensive scores from high to low. For positions where the ratio of the number of individuals participating in the interview to the number of employment plans is less than 3:1, the interview scores of candidates should reach the average score of all the people interviewed by their interview examiner group using the same set of interview questions or the interview qualified score line determined by the recruitment agency in the interview announcement before they can enter the physical examination and inspection.

  The recruitment agency is responsible for physical examination and inspection. Physical examination items and standards shall be implemented in accordance with the General Standard for Physical Examination of Civil Servants (Trial) and the operation manual. Public security organs, people’s police and other positions with special requirements for physical conditions, the relevant physical examination items and standards shall be implemented in accordance with the Special Standards for Physical Examination of Civil Servants (Trial).

  The investigation highlights political standards, and adopts the methods of individual talks, field visits, reviewing personnel files (student status files), inquiring about social credit records, and interviewing with myself, mainly to understand the political quality, moral quality, ability and quality, psychological quality, study and work performance, law-abiding, honesty and self-discipline, and whether there are situations that should be avoided, physical and mental health, and matching with the recruitment position, etc., focusing on whether the candidates meet the requirements of "enhanced" Some recruitment agencies carry out difference inspection.

  According to the needs of the position, some recruitment agencies will evaluate the psychological quality of candidates, and the evaluation results will serve as an important reference for selecting the candidates to be hired. The position of the people’s police in public security organs will evaluate the physical fitness required for the candidates to perform their duties. The evaluation items and standards shall be implemented in accordance with the Physical Fitness Evaluation Items and Standards for the Employment of People’s Police in Public Security Organs (Provisional). Those who fail the physical fitness evaluation shall not be determined as candidates.

  V. Publicity

  After the physical examination and inspection, the recruitment agency will select the candidates according to the comprehensive scores, physical examination results and inspection conditions, and publicize them on the website of the recruitment agency. If the recruitment agency has no website, it will be publicized on the "Beijing Personnel Examination General Platform". The publicity content includes the name of the recruitment agency, the position to be hired, the name of the person to be hired, gender, admission ticket number, graduation institution, work unit, etc. At the same time, the report phone number is announced and social supervision is accepted. The publicity period is 5 working days.

  Six, employment approval

  After the expiration of the publicity period, the recruitment agency will handle the recruitment examination and approval procedures for those who have no problems or reflect problems that do not affect the employment; If the problems affecting employment are reflected during the publicity period and verified, the examination and approval procedures shall not be handled; If it is difficult to verify the problems reflected at the moment, it will be suspended, and then it will be decided whether to go through the employment examination and approval procedures for it.

  VII. Supplementary Employment

  During the recruitment period, vacant positions or recruitment agencies need to supplement personnel positions in time due to new employment needs, which will be supplemented for social unity. Supplementary employment announcements, positions and related matters are published through the website of the window of the capital and the website of the Beijing Organizing Committee.

  Eight, epidemic prevention and control
