Today (16th), the Jinan Price Bureau issued the "Notice on Adjusting and Regulating the Freight Rates of Cruise Passenger Taxi", making it clear that the basic freight rate of ordinary cruise passenger taxis remains unchanged, and it is still the starting freight of 3 kilometers and 9 yuan, and the freight per kilometer of the car is 1.50 yuan. The change is that the air return fee is billed according to the ladder. An additional 0.4 yuan per minute will be charged 5 minutes before the low-speed operation, and an additional 0.5 yuan per minute after 5 minutes. The new price standard will be implemented from December 16, and the valid period will be 5 years.

Why adjust the price? The freight standard is no longer suitable for the current situation

At present, Jinan’s taxi freight standard was formulated in 2014, starting at 9.00 yuan and 1.50 yuan per vehicle kilometer. The reason for this price adjustment is that there are 38 taxi operating enterprises in our city, with about 8,500 taxis, which have played a powerful complementary role to urban public transportation. However, with the development of society and the increasingly serious urban congestion, coupled with the emergence of new things such as online car-hailing and shared bicycles, drivers’ income has decreased, and the current freight has not adapted to the current situation in Jinan.

"At present, many taxi companies have idle vehicles, and the sub-class registration rate has dropped from 75% in 2014 to the current 35%." The relevant person in charge of the Municipal Price Bureau said, "Due to the increase in operating distance and the expansion of operating scope, the current air return fee cannot protect the interests of drivers, resulting in non-long-distance bargaining, no meter and other problems; on the other hand, the low-speed operating fee of 0.20 yuan/minute is not enough to offset the time and fuel consumption costs in the case of congestion, which makes some drivers risk violations and refuse to take the car." The person in charge said that the freight adjustment is based on the principle of ensuring that the consumption expenditure of citizens is not greatly affected, and at the same time appropriately increasing the income of taxi drivers, and on the basis of widely soliciting opinions and suggestions from all walks of life.

How to adjust? The return fee is billed according to the ladder

The new price standard mainly adjusts the billing structure of air return fee and low-speed operation fee.

The air return fee is part of the taxi freight, but it is not shown separately on the invoice, so many citizens are not sensitive to it. The current air return fee is 50% of the vehicle-kilometer freight for more than 6 kilometers, and after adjustment, it is charged according to the step-by-step billing method. That is: 50% of the vehicle-kilometer freight will be charged for part of 6 kilometers (excluding 6 kilometers) to 20 kilometers (including 20 kilometers); 100% of the vehicle-kilometer freight will be charged for part of 20 kilometers (excluding 20 kilometers) to 35 kilometers (including 35 kilometers) to 100 kilometers (including 100 kilometers); and 175% of the vehicle-kilometer freight will be charged for part of more than 100 kilometers.

Another major change is the low-speed operating fee. When passengers request to stop and wait or due to objective conditions such as roads, the operating speed is lower than 12 kilometers per hour. The low-speed operating fee is adjusted from 0.20 yuan per minute to 0.40 yuan per minute for the first 5 minutes, and 0.50 yuan per minute after 5 minutes.

How much more? The toll does not change much within 20 kilometers

According to the new air return fee standard, if the low-speed operation is not taken into account, compared with the previous price, the mileage within 20 kilometers will not change the passenger’s fee. If it exceeds 20 kilometers, the farther the distance, the more the fee will increase. Take driving 25 kilometers as an example, after this adjustment, it has increased by 3.75 yuan compared with the previous fee standard; take Jinan Railway Station or Jinan West Railway Station to Yaoqiang Airport as an example, the mileage is 37 kilometers and 46 kilometers respectively, which have increased by 14.25 yuan and 27.75 yuan respectively compared with the previous fee.

However, according to statistics from the first half of this year, among the average mileage of taxis in Jinan, 70% are below 8 kilometers, 96% are below 20 kilometers, and only 0.4% are operating mileage of taxis between 35 and 50 kilometers.

If you encounter congestion while driving, taxi spending will also increase. According to statistics from the first half of this year, the average running time per ride in our city is 7 minutes at low speed and 8 minutes during peak hours. Taking the accumulated congestion time of 8 minutes as an example, it will increase by 1.90 yuan compared with the previous charging standard.
