China： Building a Community of Human Destiny and Chinese Modernization

　　General Secretary of the Supreme Leader pointed out in the party’s Report to the 20th CPC National Congress: "China has always adhered to the foreign policy purpose of safeguarding world peace and promoting common development, and is committed to promoting the building of a community of human destiny." Promoting the construction of a community of human destiny is not only a strategic choice for China to meet the challenges of the times, but also an essential requirement of Chinese modernization. When revealing the China characteristics of Chinese-style modernization, the Supreme Leader pointed out that "China’s modernization emphasizes mutual benefit and win-win with all countries in the world, promotes the building of a community of human destiny, and strives to contribute to the peace and development of mankind", closely combines Chinese-style modernization with the building of a community of human destiny, and closely links the great rejuvenation of the Chinese nation with the future and destiny of all mankind, which clearly declares China’s firm confidence, determination and ability to continue to hold high the banner of peace, development, cooperation and win-win, and unswervingly follow the path of peaceful development. To deeply understand the lofty mission of the times and the world historical significance of promoting the building of a community of human destiny and showing Chinese modernization, we should focus on the following three aspects.

　　First, Chinese-style modernization solves the problem of world modernization and clarifies the historical necessity of building a community of human destiny. General Secretary of the Supreme Leader pointed out: "If we solve the nationality problem well, we will have stronger ability to solve the world problems;" If we sum up the practice in China, we will have a stronger ability to provide ideas and methods for solving world problems. " The successful practice of Chinese modernization has laid a solid foundation for building a community of human destiny. First of all, building a community of human destiny is an inevitable requirement to conform to the development trend of world history. Nowadays, the emerging economies and developing countries, represented by China, are rising rapidly, the international political and economic order is facing a reshaping transformation, and the world situation is showing a development trend of rising east and falling west. Marx pointed out that communism can only become a reality as a world historical existence, and now the trend of "history changing to world history" is more prominent. Promoting the construction of a community of human destiny is to replace mutual estrangement with mutual connection and mutual exclusion with interdependence. It is China’s wisdom that focuses on the overall interests of mankind, bases itself on the laws of human historical development and conforms to the development trend of world history. Secondly, building a community of human destiny is the only way to deal with global problems. Due to the obstacles of economic globalization, it is even more urgent to promote the construction of a community of human destiny. Faced with international political, economic, security and health challenges, all countries need to transcend narrow national interests, abandon the Cold War mentality, closely integrate the interests of all countries, jointly meet global challenges, and explore the correct path to overcome difficulties. Finally,Building a community of human destiny is a correct choice proved by practice. Since the concept of the community of human destiny was put forward, it has not only contributed China’s strength to the development and prosperity of the world, but also won wide recognition from people all over the world. As the second largest economy in the world, China’s average contribution rate to world economic growth exceeds 30%, which is undoubtedly the main driving force of world economic development. While achieving this development achievement, China is also deeply aware of its great responsibility, and constantly helps to build a broader community of interests by providing global governance public goods, so that all countries can share the fruits and dividends of China’s progress. China has always driven other countries with its own development, especially the joint construction of the "Belt and Road" as a pioneering practice to build a community of human destiny, which has achieved excellent results and greatly promoted the economic prosperity of neighboring countries.

　　Second, Chinese-style modernization creates a new form of human civilization and draws the background of civilization that builds a community of human destiny. Chinese-style modernization is cultivated in Chinese excellent traditional culture. Since ancient times, the spiritual world of the Chinese nation has contained ideas such as "harmony among all nations" and "kindness to neighbors". These profound wisdom, like genes, are integrated into the blood of China people, forming the unique spiritual outlook of the Chinese nation and laying a solid foundation for China’s friendly exchanges with other countries in the world. Chinese modernization is unique. It is not based on external expansion and plunder, but is committed to the peaceful development and mutual benefit of all countries. This pursuit of modernization is not only in line with China’s national interests, but also highly compatible with the long-term interests of human society. Report to the 20th CPC National Congress of the Communist Party of China emphasized that "Chinese-style modernization is a modernization that takes the road of peaceful development". This important exposition profoundly revealed the internal logic and essential attributes of Chinese-style modernization, effectively countered the old mindset of "national power must dominate", and clearly expressed China’s determination and confidence in consistently pursuing a defensive national defense policy and unswervingly taking the road of peaceful development. Peace is the foundation of development. Without peace, there will be no development, and the development of China cannot be separated from a peaceful international environment. The Chinese dream of realizing the great rejuvenation of the Chinese nation is not only the aspiration and pursuit of the people of China, but also deeply conforms to the development vision of people of all countries and is closely linked to the world dream of lasting peace and common prosperity.The concept of a community of human destiny represents China’s firm commitment to world peace and development, embodies the universal aspirations and common aspirations of all mankind, and has increasingly aroused widespread and strong resonance in the international community. China will draw spiritual nourishment from this concept, further consolidate its relations with neighboring countries, improve the quality of its relations with developing countries, especially emerging powers, and convince the world that China is developing itself in safeguarding world peace, and will feed back the world with its own development, promote world peace and actively promote globalization in a more inclusive, inclusive and balanced direction. " Different from the modernization road taken by western developed countries, Chinese modernization is full of strong pursuit of a new world development prospect of "lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty". Everything breeds without harming each other, and Tao runs parallel without contradicting each other. As the guiding ideology and fundamental adherence of China’s diplomacy in the new era, the concept of community of human destiny can not only effectively respond to the universal demands of people of all countries for peace, development and cooperation, but also point out the fundamental path to solve global problems, thus becoming a clear banner leading the trend of the times and the direction of human progress. We must firmly pursue an independent foreign policy of peace, uphold the concept of "one country under the sun", actively carry out multilateral diplomatic activities with all countries, seek common ground while reserving differences, share weal and woe, and work together to build a community of human destiny. We should persist in developing friendly and cooperative relations with other countries on the basis of the Five Principles of Peaceful Coexistence, carry out more effective and in-depth international cooperation on the basis of equality and mutual benefit, and promote the establishment of new international relations on the premise of mutual respect.We must adhere to the basic national policy of opening to the outside world, firmly pursue the win-win opening strategy, participate in the coordination of international macroeconomic policies, and jointly cultivate new kinetic energy for global development. It is necessary to actively participate in the reform and construction of the global governance system, build a value-oriented governance pattern of "discussing, building and sharing", establish a governance concept based on the correct concept of justice and benefit, and enhance the modernization level of national governance and global governance. It is necessary to deepen exchanges and mutual learning among civilizations, carry forward the common values of all mankind, and then enhance the value consensus, and on this basis, lead and promote the building of a community of human destiny. It is necessary to adhere to political guidance, continuously consolidate and strengthen the centralized and unified leadership of the party over foreign affairs, improve the leadership system and mechanism of the party’s foreign affairs work, and deepen cooperation and exchanges between international political parties. What needs to be emphasized is that to promote the building of a community of human destiny, "it is not to replace another system with one system or another civilization with one civilization, but to form the greatest common denominator for countries with different social systems, different ideologies, different historical cultures and different levels of development to share interests, rights and responsibilities in international affairs." By seeking the greatest common denominator, countries can live in harmony and learn from each other, which will help promote cooperation among countries on the basis of equality, respect and mutual benefit, and promote the development of the global governance system in a more just and reasonable direction.
